The argument in favor of using filler text goes something like this: If you use real content in the Consulting Process, anytime you reach a review point you’ll end up reviewing and negotiating the content itself and not the design.
Section 14 mandates adherence to the sanctioned plans, layouts & specifications as approved by the competent authority in the development of the Project.
Minor alteration to the plans are not subject to compliance but any major alteration from the sanctioned plan / layouts & Specification required approval from at least 2/3rd of the allotees in the Project before making any such Modification / Alteration.
